Advocacy Spotlight: HAVP - Expanding Housing Access in New York

Please join the Health and Housing Consortium for a presentation by Chris Mann, AVP of Policy and Advocacy at Win, and Rhonda Jackson, Family Homelessness Coalition Fellow, on the Housing Access Voucher Program (HAVP), a landmark state initiative to address housing instability across New York. After years of advocacy, the New York State budget includes a $50 million investment to create HAVP, a new statewide housing voucher modeled after Section 8 but with more flexibility. This presentation will include:

  • Background on HAVP and how it compares to existing voucher programs

  • What the program means for families, its potential impact, and ongoing implementation challenges

  • The advocacy strategies that secured this win

  • Next steps and advocacy opportunities

Participants will come away with a clear understanding of HAVP’s design and purpose, lessons from the campaign that made it possible, and ways to get involved in continued advocacy to ensure every New Yorker has access to safe, stable housing.
